IriTec: impulsando la relación entre la Administración Local y las Entidades Colaboradoras en la gestión de Licencias UrbanÃsticas (ECLU) en el municipio de Madrid
La tecnologÃa aplicada por IriTec permite la gestión de las ECLUs eliminando el papel garantizando la comunicación con el Ayuntamiento de Madrid a través de canales telemáticos.
Este modelo de gestión delegada por parte del Ayuntamiento de Madrid está siendo objeto de gran expectación por parte de otros Ayuntamientos, interesados en mejorar la eficiencia y eficacia de los distintos procedimientos.
El 29 de junio del 2009 el Ayuntamiento de Madrid aprobó una Ordenanza por la que se establece el Régimen de Gestión y Control de las Licencias UrbanÃsticas de Actividades.
A partir del 1 de abril de este año se pondrá en marcha el nuevo modelo de gestión de las licencias urbanÃsticas de actividades.
Este modelo se basa en la colaboración de entidades privadas acreditadas por ENAC, denominadas Entidades Colaboradoras en la gestión de Licencias UrbanÃsticas (ECLU).
La principal novedad es que las ECLU deberán emitir un certificado previo a que el Ayuntamiento conceda la licencia en un plazo entre 15 dÃas y dos meses, según los casos, lo que redundará en una importante mejora de los tiempos de respuesta para el ciudadano.
El alcance de la actividad de cada ECLU será:
- Estudiar la viabilidad de la solicitud desde los puntos de vista urbanÃstico y técnico.
- La supervisión de obras.
- El control periódico de las actividades incluidas en el ámbito de aplicación de la ordenanza.
- El traspaso de las gestiones del Ayuntamiento a las ECLU va a ser gradual en cuanto al tipo de licencias de actividad:
1 de abril de 2010 – Comunicaciones previas y licencias para la implantación y modificación de actividades. Por ejemplo: poner una zapaterÃa donde antes habÃa una librerÃa y no requiera obras o estas sean de escasa entidad, como mover un tabique, abrir un hueco en tabique, cambiar alicatados o solados, pintar, cambiar falsos techos….)
1 de abril de 2011 – Procedimiento ordinario común y procedimiento ordinario abreviado. Por ejemplo: actividades que requieren obras de cierta entidad y requieren de proyecto de obras (para el ordinario) y/o estén en zonas o edificios protegidos: oficina en planta baja y primera, donde se reestructura integralmente, se hace escalera de comunicación y se toca fachada protegida. Para el abreviado requiere de proyecto técnico. Igual que el anterior pero con reestructuración parcial y que no esté en edificio no protegido).
1 de abril de 2013 – Controles periódicos. Por ejemplo, todas las actividades sujetas a Ley de Espectáculos Públicos y Actividades recreativas (bares, tabernas, discotecas, salas de fiesta…), tendrán que pasar un control periódico cada 7 años desde concesión de licencia).
IriTec, desde su delegación en Madrid, ha construido el sistema de gestión de ECLU10 (agrupación de diferentes ECLU´s) garantizando la integridad de la información y las comunicaciones.
Este modelo de gestión delegada por parte del Ayuntamiento de Madrid está siendo objeto de gran expectación por parte de otros Ayuntamientos, interesados en mejorar la eficiencia y eficacia de los distintos procedimientos.
